Technical Assistance for Syringe Access Programs

HRC provides resources to syringe exchange programs in the form of trainings, by providing materials, and providing direct technical assistance.


General Program Design
There are several different ways of providing sterile syringes to injection drug users, including: 1) Syringe Exchange Programs, including “stand alone” exchanges or exchanges that are part of other programs (such as AIDS service organizations, medical clinics, and drug treatment programs); 2) “Secondary” or “Satellite” Syringe Exchange, which is a peer-based, outreach model; and 3) Over-the-Counter Pharmacy Sales, in areas with local authorization.

Syringe Delivery Models
Developing distribution practices and policies, including one-for-one exchange, one-for-one plus, distribution, starter kits, etc.

Sites & Schedules
Selecting appropriate sites and schedules involves taking multiple needs into consideration, especially those of the participants and the program itself.

Participant Outreach
Developing outreach plans for IDUs involves a variety of methods, many of which are non-traditional strategies and rely largely on word of mouth.

Safety Policies & Procedures
Developing protocols for maximum program safety, including client safety, staff safety, conflict resolution, and de-escalation.

Organizational Development
Materials to help guide organizational development and sustainability

Syringe Disposal & Disinfection
Developing appropriate, cost-effective methods to dispose of returned syringes. Preventing transmission of HIV and hepatitis via syringe disinfection.

Providing Ancillary Services
Materials related to program services to enhance IDU health and well-being, including overdose prevention, viral hepatitis and wound care.

Record Keeping and Tracking
Developing syringe exchange forms and record keeping processes to enable efficient tracking of client contacts, supplies, and services delivery.

Volunteer & Staff Recruitment and Retention
Recruiting, training, and retaining volunteers and staff, including burnout prevention.

Finance and Fundraising
Developing budgeting priorities, identifying public and private funding opportunities, and providing feedback on fundraising materials.

Building Community Support for Harm Reduction Programs
Developing strategies to build relationships with community partners and stakeholder, including IDUs, health care workers, local residents, and policymakers.

Working with Law Enforcement
Research and training materials related to law enforcement, harm reduction and syringe exchange.

Navigating Changes in Law and Policy
Developing resources for tracking relevant local, regional and statewide policies that impact SEPs, and dealing with policy changes at the program level.

Dealing with the Media
Developing a media strategy, including developing press materials and messages, training spokespeople, and cultivating media contacts.

Program Evaluation
Developing basic processes of evaluation that enhance SEP organizational development, demonstrate outcomes, and meet funder requirements.

Policy & Procedure Manuals
Developing a manual covering the areas above that apply directly to program operation.
