The New York Users Union operates under the umbrella of a nonprofit organization, the New York City AIDS Housing Network, which pays the salary of a staff organizer, and is financed through foundations, donations and government grants. Its headquarters are in a small storefront in Boerum Hill, Brooklyn, but members sometimes meet in the roomier Chelsea office of the Harm Reduction Coalition. |

Policy wonks and deficit hawks weren't the only ones paying attention when President Obama signed the Fiscal Year 2010 Consolidated Appropriations Act last week. HIV activists, public health experts and communities of drug users celebrated--not for what's in the appropriations bill, but for what's not in it: a ban on federal funding for needle exchange programs, which has appeared in the federal budget every year since 1988.

There are already about 200 needle-exchange programs in the United States, but many more are needed. John Auerbach, commissioner of the Massachusetts Department of Public Health, said that in studies of HIV prevention methods, none has yielded results as positive as needle exchanges. "We know it works," he said. Typically, drug users involved in needle exchanges are also encouraged to get into detox programs. |
